Biography

CSM(R) Russell has provided unparalleled service to the IO and MI community for over 20 years. Additionally, he currently serves as the Assistant Director for Field Operations East, Federal Protective Service. His devoted service to the communities in which he serves spans over twenty years. CSM(R) Russell has over twenty years as a federal law enforcement career and fifteen years of responsibilities that include management of OPSEC, cyber security, and counter unmanned aircraft system programs. He is a distinguished plank holder within the IO, MI, and law enforcement community and continually demonstrates the highest standards of integrity and moral character. He possesses a comprehensive and in-depth knowledge of interagency security structure, ongoing missions, intelligence programs, and national goals and objectives. CSM(R) Russell is a subject matter expert in physical security analysis, countermeasure implementation, infrastructure risk assessment, tactical operations, and provides oversight of contract security programs. His contributions to the community are exceptional. While deployed in several different areas of operation, CSM(R) Russell distinguished himself exceptionally as an IO planner and an invaluable resource for in depth planning and implementation for over thirty IO missions supporting Philippine actions. He was the source responsible for quality IO products implemented throughout Archipelago and his efforts, truly superior in scope and implementation, were critical to the increased synchronization, deconfliction, and effectiveness of the entire IO targeting plan within the joint operations area. His mastery and keen insight into the information environment played a critical role in the planning and successful execution of a major Filipino operation that greatly reduced the threat from transnational and domestic terrorist groups.
