Chip Bircher is Chief Technology Officer at SOFTwarfare®, a cyber defense software
manufacturing leader based in Kansas City. In this role, Chip leads the ideation,
development, deployment, and servicing of multi-modal, multi-factor biometric
authentication and access control solutions for government and private industry clients.
Before joining SOFTwarfare, Chip was the Head of Advisory for Life Insurance and Solution
Providers, Insurance Practice, at Datos Insights where he advised technology leaders
technology solution providers in the financial services industry on solving operational,
technological, cultural, regulatory, and leadership challenges. Prior to joining Datos
Insights, Chip was the Chief Operating Officer for the Advanced Markets Network business
unit and Head of Operations, Compliance and Controls for the Institutional Life business
unit at New York Life, where he led operational, technology, and culture transformations.
He retired after 28 years of service in the U.S. Army where he was a senior leader and
expert in strategic communication and information warfare, culminating as the Director of
the US Army Information Operations Proponent and Force Modernization Proponent
Center. Chip has a B.A. in Political Science from The Citadel, an M.A. in Computer Resource
and Information Management from Webster University, and an M.S. in Strategic Studies
and Leadership from the U.S. Army War College.
